Sammanfattning

The chapter is a contribution to contextualizing the building of the European Spallation Source (ESS) as an intergovernmental megascience project in Lund by placing it in historical and contemporary perspective with regard to the politics, sociology and philosophy of science. Including an exposé over the transition (in the post cold war period) to a new science policy regime, the chapter raises significant questions of the nature and meaning of scientific knowledge production by the means of large and expensive instrumentation, in relation to the harsh utilitarianism that signifies modern science policy. Also discussed is the outcome of a policy that focuses strongly on promises and expectations of hasty and spectacular results. The reader is introduced to the promises of technoscience in an era when scientific knowledge and the technologies that support its creation, diffusion,and use is regarded as a key asset in meeting the challenges of economic globalization. This, and the influence of new public management (NPM) on science and technology policy (and society at large) are two societal phenomena that may aid in explaining the opaque decision-making and credibility-building processes around the ESS. The multiple significance of academic values is highlighted.
