About Per Cramér

Per Cramér is full Professor of International Law and holds the Jean Monnet Chair in European Integration Law at the School of Business Economics and Law at the University of Gothenburg. During the period 2010-2024 he held the position of Dean for the School of Business, Economics and Law.

He is actively participating in extensive international academic networks for business schools and law schools such as EFMD, AAACSB and ELFA. His primary field of interest in this context concern issues related to academic quality and the societal responsibility of academia. Over the years, he has chaired numerous of Peer Reviews of academic institutions all over the world and at present he is a member of the AACSB Initial Accreditation Committee.

Since he left the position as dean in July 2024 he has taken up a number of responsibilities within the University of Gothenburg. He is chairing the steering committee for the university's advanced multidisciplinary external seminars as well as the steering committee for the university's field station for marine research at Tjärnö. Outside the university he has admitted as a working member of the Royal Society of Arts and Sciences in Gothenburg and he has been appointed as vice chairman of the board for the Swedish Agricultural University, (SLU)

His main areas of research concern the external identity of the European Union with a special focus on the relationship between the Common Foreign and Security Policy and the Common Commercial Policy of the EU. In this context has initiated and conducted a number of research projects addressing legal aspects of the Union’s external relations. Professor Cramér has furthermore written a number of articles and book chapters on aspects of the constitutional development of the Union. He has been initiator and leader of a number of externally financed research projects. In the period 2006-2010 he led and participated in a comprehensive analysis of the development of regulation for the handling nuclear waste and spent nuclear fuel in the EU, conducted in collaboration with Sara Stendahl and Thomas Erhag. Furthermore, professor Cramér, in collaborating with professor Daniel Naurin, initiated and led a multidisciplinary research project on the effects of Member State observations submitted to the European Court of Justice within the preliminary ruling procedure that was concluded in spring 2016.

At present he is engaged as leader and participating researcher in the project The legal framework for civil protection and preparedness that is financed by the Swedish Civil Contingencies Agency (MSB) during the period 2020-2025. The project is conducted by a research group that includes Tormod Otter Johansen, Joachim Åhman and Andreas Moberg.

Other ongoing research projects conducted by professor Cramér focuses on the legal effects of treaties concluded by the European Union and the development of international trade regulation in a context of increasing geopolitical tensions and the need to effectively meet common global challenges.
